USO Reform: What It Means – and Why You Don’t Need to Worry

The upcoming changes to the Universal Service Obligation (USO) have understandably raised a few questions. While it is true that Royal Mail’s delivery model is evolving, the reality is much less disruptive than some headlines suggest.

What’s Changing?

From 28th July 2025, Royal Mail will begin delivering Second Class and Economy mail five days a week, rather than six. However, this won’t be every weekday. Instead, deliveries will alternate over a two-week cycle:

Week 1: Monday, Wednesday, Friday
Week 2: Tuesday, Thursday

First Class mail remains unchanged, with deliveries Monday to Saturday. A new premium DSA “Priority” service will also launch, aimed at providing a two-day delivery window with a First-Class indicia, ideal for time-sensitive items.

Why the Changes?

The reforms come in response to declining mail volumes and growing pressure on Royal Mail’s current infrastructure. OFCOM has approved the new model, recognising that a more realistic and reliable framework is needed.

Let’s be honest – since the pandemic, service levels have fluctuated. Missed targets and inconsistent delivery have become common frustrations. These reforms aim to reintroduce trust and reliability, with clearer targets in place:

– 90% of First Class mail delivered next working day
– 95% of Second Class mail delivered within three working days
– 99% delivered within five working days (for Second Class)

While these targets won’t officially apply until April 2026, the rollout will begin this summer, following successful pilots in 37 delivery offices.

What Does This Mean for You?

For most mailers, the practical impact will be minimal, particularly if you are using Second or Economy Class mail. The biggest change is the removal of Saturday deliveries for these services. Beyond that, it is about being aware of the new pattern and planning accordingly.
